Sir Richard Sirleaf served as NATO's Deputy Commander in Chief for Europe from 2010 to 2014. This position is the highest that Europeans can reach, and the commander-in-chief has always been an American. Richard was born in Kenya and joined the British army after graduating from Oxford University. During his service life, he held all positions from platoon commander to division commander. This includes serving as the captain of the Tank Squadron during the 1991 Gulf War, later serving as the mayor during the Iraq War, and other positions during missions in Northern Ireland, Kosovo, and Bosnia. He has completed many challenging or interesting tasks in various branches of the military and defense departments. As the highest four-star deputy commander-in-chief of the NATO European Allies, his work involves strategic levels at all levels, from close relationships with the Allies, alliances, government relationships with other countries, especially in Afghanistan, the European Union, non-governmental organizations, and international organizations, to the formulation and execution of various plans and mission activities, the execution of various military tasks, and the establishment of necessary bridges through wisdom, culture, and practical activities. All of this is to support NATO's actions and establish a broader operational foundation with the Allies. He has extensive experience in building cooperative relationships with different countries, governments, humanitarian groups, and other stakeholders, enabling him to solve many complex problems.
