Mr. Gao Jian has held leadership positions at the Chinese Ministry of Finance and the National Development Bank since the 1990s. Based on his great contribution to the development of China's bond market, he is also widely known as the father of China's bond market. From September 1990 to October 1998, he served as the Deputy Director of the Department of Laws and Regulations of the Ministry of Finance, the Deputy Director of the Department of National Debt Management, the Director of the Department of National Debt Management, and the Director of the Department of Laws and Regulations.
